1. Antecedentes
Bolivia está clasificada como un país con alta vulnerabilidad a la inseguridad alimentaria, y con alto grado de pobreza, cerca de 6 de cada 10 bolivianos sufren hambre y no tienen bienestar nutricional.
La seguridad alimentaria es un fenómeno complejo que involucra múltiples factores. En Bolivia, el deterioro en la seguridad alimentaria es el resultado de una serie de tendencias:
a) Reducción de la superficie cultivada de la tierra y su fragmentación creciente.
b) La creciente urbanización y la migración de la mano de obra de las zonas rurales.
c) Las variaciones ambientales como las sequías e inundaciones.
d) La baja productividad agrícola y reducido uso de tecnología contribuyen a una pobre disponibilidad de alimento en comunidades que principalmente se encuentran ubicadas en regiones altiplánicas.

La incidencia de la pobreza es del 67,3%, pobreza extrema 37% de la población nacional en términos generales. Sin embargo, esta proporción abarca más de un 47% en el caso de la población indígena, llegando a 79,5% en áreas rurales. La incidencia de la pobreza extrema en menores de 18 años es de 45,2%, re-presentando 1,9 millones de niños, y la incidencia de la pobreza moderada era de 69,6%, representando 2,9 millones de niños .
La pobreza y sus efectos se manifiestan de manera más contundente en las poblaciones indígenas y originarias que representan el 65% de la población. Debido a varios factores, entre ellos las marcadas disparidades en el acceso a servicios básicos, información, tecnología y desigualdad de oportunidades.
La realidad de la malnutrición es el reflejo de los diferentes estados de transición demográfica. Los efectos de la desnutrición afectan a las futuras generaciones, es así que el estado nutricional de la madre puede afectar la salud de sus futuros nietos. Utilizando el factor talla/edad, el 32% de toda la población infantil, sufren de desnutrición crónica (PMA, 2008).
La desnutrición afecta a 23 de cada 100 niños, de entre 6 y 23 meses de edad, mientras que alcanza a 38 de cada 100 en municipios con alta vulnerabilidad a la inseguridad alimentaria, según da-tos de la Encuesta Nacional de Nutrición encarada por el Ministerio de Salud. Un niño del área rural tiene un riesgo de 2.6 veces mayor, que su par del área urbana, de sufrir desnutrición crónica en grado moderado o severo.
Una de las causas fundamentales de la Inseguridad Alimentaria es la pobreza causante de falta de empleo y reducido ingreso familiar para la adquisición de alimentos saludables.
El 59% en las áreas rurales no tiene acceso suficiente a necesidades básicas de alimentos. La desnutrición crónica es más del doble en los municipios altamente vulnerables, ubicados en la región andina (29,6%) y en los valles (26%), comparadas con la prevalencia en la región oriental (12,3%).

La Primera Sección Municipal de la Provincia Nor Carangas, ubicada en el occidente del departamento de Oruro – Bolivia posee una extensión de 870 Km2*, repartidos en tres pisos ecológicos: planicie inundable (3.800 m.s.n.m.), serranía (de 3.800 a 4.000 m.s.n.m.) y puna (4.000 m.s.n.m.).
Desde el punto de vista político, el municipio está formado por 3 distritos y 9 cantones; el ordenamiento ancestral contempla la existencia de 23 ayllus.








3. Población

El Municipio de Huayllamarca cuenta con una población total de 4900 Habitantes.

Principales Actividades que realizan la Comunidad

Las unidades familiares del municipio dedican los suelos a dos actividades principales: agricultura y ganadería. Las características y los resultados de las actividades agropecuarias en cada piso altitudinal presentan rasgos diferenciales, -diversidad de los cultivos, crianzas animales, manejo y riesgos.
La ganadería extensiva ocupa la mayor parte de los predios familiares -el 95% de su extensión total-, estas áreas están integradas por campos de pradera nativa y terrenos en descanso -en los cuales se desarrolla una vegetación secundaria aprovechada para la alimentación del ganado.
Las tierras de pastoreo con mayor extensión se encuentran en planicie -con un promedio de 67,82 has/flia-, continúan las de puna -con 10.78 has/flia- y finalmente las de serranía -con 7,63 has/filia-.

Las tierras dedicadas a agricultura de secano con mayor tamaño se encuentran en planicie y serranía -1,38 y 1.20 has/flia respectivamente- y por último están las de puna -0.91 has/flia-.
Se pueden encontrar tierras de cultivo bajo riego en los tres pisos ecológicos, si embargo, el recurso agua se aprovecha más intensamente en serranía.

4. Características de la población objeto
El proyecto “Implementación de micro túneles para la producción hortícola en el municipio de Huayllamarca” será implementado en lugares aledaños a la población principal, abarcando 100 familias campesinas indígenas originarias, las mismas que se encuentran distribuidas y focalizadas en el entorno de la población.
4.1. Acceso al Municipio.
El Municipio de Santiago de Huayllamarca, se encuentra ubicado en el altiplano central del occidente del departamento de Oruro al noroeste de la ciudad a una distancia de 112 Km conectado por una carretera principal.
4.2. Características de la zona del proyecto
En el territorio de Huayllamarca, las características orográficas y morfológicas indican la predominancia del piso ecológico denominado Puna donde se observan condiciones ambientales relativamente uniformes, ocupadas por una comunidad de especies vegetales nativas de altura.
Los suelos de Huayllamarca tienen diferentes matices lo que repercute en el desarrollo de las plantas y los animales. La mayor parte de los suelos poseen una característica franco arenosa y arcillosa pero con capas arables superficiales en la mayoría de la superficie.
La flora como conjunto de plantas en sus diversas formas (agrícola, forestal y vegetación nativa) se constituye en unidades básicas de definición del entorno natural desarrolladas en una región. La flora en Huayllamarca es variada.

Huayllamarca presenta un clima semi templado durante el verano y frígido en otoño e invierno, la temperatura media es de 8oC, la temperatura máxima media es de 15oC y la temperatura mínima media es de 0oC, la humedad de 39% y vientos de 11,27
La producción es a secano ya que no existen sistemas de riego por lo que la agricultura es de subsistencia. Entre las especies animales de mayor importancia se tiene a los vacunos, camélidos y ovinos, puesto que se adaptan muy bien a las condiciones medioambientales.
5. Justificación
Las condiciones altiplánicas donde se encuentran localizadas las comunidades beneficiarias del proyecto, constituye una barrera natural para la producción de hortalizas a campo abierto, lo cual se traduce en dietas deficitarias en vitaminas y minerales lo cual es grave para niñas y niños que se encuentran en etapa de desarrollo y edad escolar.
Las familias campesinas de las comunidades participantes no disponen de alimentos de origen vegetal frescos, como hortalizas, que les permita equilibrar la dieta alimenticia. Esta precariedad nutricional se debe fundamentalmente a la imposibilidad de producir hortalizas en sus parcelas de forma convencional, ya que para las condiciones medioambientales de la zona se necesita de infraestructura adecuada que brinde un ambiente acorde para el desarrollo adecuado de las especies vegetales sumándose además la escasa disponibilidad de recursos financieros de los productores campesinos para invertir en infraestructura para la producción hortícola.
En ese sentido la finalidad del apoyo con la instalación de micro túneles tiene como objetivo la producción de hortalizas y contribuir a reducir la desnutrición, ya que la política de FUDESEM - ANDINO, dentro sus lineamientos tiene como objetivo principal bajar el índice de desnutrición, ya que este problema limita el desarrollo de los niños y niñas.
Asimismo, la implementación de estructuras como los micro túneles constituyen una gran ventaja frente a las carpas solares o invernaderos fijos, ya que con este tipo de estructuras portátiles se puede producir en distintos lugares del predio en caso que el suelo se infeste por ejemplo con nematodos u hongos como el fusarium.

6. Objetivos
Los objetivos que persigue el presente proyecto son:
6.1. Objetivo General
Mejorar las condiciones nutricionales de las familias de productores campesinos en el Municipio de Santiago de Huayllamarca a través de la producción de hortalizas bajo sistemas de micro túneles y su incorporación en la dieta alimenticia cotidiana.

6.2. Objetivos específicos
• Capacitar a los productores de 4 comunidades del municipio de Santiago de Huayllamarca en la instalación y manejo de micro túneles.
• Producir hortalizas para autoconsumo bajo sistemas de micro túneles familiares.
• Capacitar a las mujeres productoras y fortalecer sus destrezas en el proceso de producción de hortalizas.
• Mejorar las condiciones nutricionales de 100 familias del municipio de Huayllamarca permitiendo el acceso a productos alimenticios frescos (hortalizas) a lo largo del año.

7. Resultados esperados
Los resultados que se pretenden alcanzar con el proyecto para el logro de los objetivos propuestos son:
• 100 familias de productores se encuentran capacitados para realizar la instalación y manejo de micro túneles.
• Las Familias de productores cuentan con micro túneles construidos y funcionando en el municipio.
• Las mujeres productoras y madres de familia han sido capacitadas en la producción de hortalizas y participan activamente en el proceso.
• 100 familias de productores campesinos indígenas originarios del municipio de Huayllamarca han mejorado la dieta alimenticia en sus hogares con la incorporación de especies hortícolas en su ración.
• Productores capacitados en producción hortícola sostenible y resiliencia al cambio climático.

8. Descripción del proyecto
El presente proyecto ha sido diseñado contemplando dos componentes:
• Componente 1: apoyo a la producción de hortalizas
• Componente 2: Mejora de la nutrición familiar.

8.1. Componente 1: Apoyo a la producción de hortalizas

El componente 1 centrará sus esfuerzos en la implementación de la infraestructura necesaria para la producción de hortalizas como también en el proceso productivo, para ello se ha trazado tres líneas de acción que se desarrollan a continuación.
8.1.1. Capacitación en la construcción y manejo de micro túneles
El proyecto contempla la adquisición de material para la construcción de micro túneles familiares, que tendrán una dimensión de 1,20 m x 10,0 m; esto implica la dotación a cada beneficiario del material necesario para su construcción.
Una vez se haga la entrega de los materiales a cada beneficiario, de acuerdo a la planificación de coordinación y a través del técnico agrónomo se efectuará el proceso de capacitación en la construcción de los micro túneles, este proceso será netamente práctico donde el técnico junto a cada beneficiario procederán con el armado de la infraestructura, de esta manera se garantizará el aprendizaje.

El proyecto también ha previsto la capacitación en el manejo de la infraestructura productiva, ¿qué significa aquello?

Que el productor deberá estar capacitado para poder manejar la estructura durante todo el ciclo vegetativo del cultivo, asimismo deberá tener conocimientos suficientes para realizar el control de temperatura y humedad dentro el ambiente, de manera que no se afecte el normal desarrollo de las plantas.
8.1.2. Capacitación y asistencia técnica en el manejo de cultivos hortícolas
El proceso de producción de hortalizas, contemplará un servicio de asistencia técnica a nivel de campo que será reforzado con talleres de capacitación, por lo que la segunda línea de acción del componente 1, será un 90% práctico y un 10% teórico.
En tal sentido el proceso de asistencia a los productores se concentrará en las siguientes actividades prioritarias:
a) Manejo de recursos naturales (suelo y agua) para la producción de hortalizas.
b) Fertilización del suelo y uso de abonos orgánicos para la producción en micro túneles.
c) Almácigos para hortalizas, manejo de cultivos en el almácigo hasta el trasplante.
d) Principales plagas y enfermedades de los cultivos hortícolas, prevención y tratamiento.
e) Manejo integrado de plagas (MIP) en horticultura.
f) Cosecha de hortalizas.

8.1.3. Asistencia en producción sostenible y resiliencia al cambio climático
El cambio climático se ha convertido en uno de los grandes temas de la política pública mundial y nacional durante los últimos quince años.
Anticipar los cambios y planificar en torno a ellos en infraestructura, producción, vivienda, agricultura y recursos renovables es clave para reducir los riesgos asociados.
El cambio climático es un desastre que llega lentamente, por lo que puede ofrecer a las comunidades y/o países el tiempo necesario para adaptarse. En ese sentido el proyecto contempla un proceso de capacitación en resiliencia al cambio climático, de manera que los productores beneficiarios cuenten con las herramientas cognitivas necesarias para afrontar futuras situaciones de escasez de alimentos, donde precisamente la producción de alimento en micro túneles ofrece una alternativa sostenible para el productor que vive en zona altiplánica.

8.2. Componente 2: Mejora de la nutrición familiar

El segundo componente del proyecto, está enfocado a la mejora de la nutrición familiar, para tal efecto se ha considerado dos líneas de acción. Una primera correspondiente a la asistencia y capacitación en nutrición y la segunda correspondiente a la coordinación con el sector salud del municipio.
8.2.1. Asistencia y capacitación en nutrición familiar
El proyecto brindará asistencia técnica y capacitación en nutrición familiar, para ello se tiene previsto la contratación de un profesional en nutrición, quien tendrá a su cargo la realización de las siguientes tareas.
a) Realizar talleres de capacitación referente a la nutrición de la familia.
b) Organizar por lo menos tres ferias locales donde se expondrán distintas recetas culinarias elaboradas con hortalizas y otros alimentos producidos en la zona, de acuerdo a la época o estación del año.
c) Realizar un monitoreo en la zona del proyecto respecto a la adopción de recomendaciones referente a la nutrición.

8.2.2. Coordinación con el Servicio de Salud Municipal
Al inicio del proyecto se firmará un convenio de coordinación interinstitucional con el Servicio de Salud Municipal, instancia con la que se coordinará los eventos de capacitación en nutrición.
La participación de profesionales del servicio de salud permitirá realizar un seguimiento más apropiado a la nutrición de cada una de las familias como también al proyecto, puesto que la información que el proyecta pueda generar se contrastará con la información histórica que cuenta el sector salud en la zona respecto a los parámetros nutricionales de las comunidades.

9. Tiempo de ejecución del proyecto
El proyecto tendrá una duración de 12 meses, tiempo necesario para que cada familia beneficiaria logre apropiarse del proyecto asimismo se pueda demostrar el proceso productivo de hortalizas en dos escenarios distintos, es decir en primavera e invierno.

The proposed project goal is creation of the local potato seed production basis and production of potato seed materials of high category (basic and certified) by using of in vitro technologies. The integrated system of seed potato production by using of high technologies, elaborated and presented by Dr. Rusudan Mdivani in her doctoral dissertation, will be introduced for implementation of the proposed project, which have been elaborated and tested during 1999-2006 years in several regions of Georgia and have been approved in 2006 year by scientific council of agroecology of the agrarian university (R. Mdivani. Doctoral dissertation “integrated system of production of seed and seedling m aterials”, agroecology, Agrarian University, 2006). The proposed technological system has been approbated by Rusudan Mdivani during 2001-2002 years in Svaneti region within the project “Increase in production of pest-proof potato and introduction of the agricultural technologies in highlands of Georgia” by financial support of World Bank and 2007-2010 years in Sam tskhe-Javakheti region within the project “Virus Less Potato Seed Production in Sam tskhe-Javakheti region” by financial support of UMCOR. Accordingly, the scientific and practical pre-condition for introduction and commercialization of the offered technological system are already developed in Georgia. Virus free, high-yielding and diseases resistant new varieties of potato, received from International Potato Centre (CIP, Peru, Lim a. Where the project
leader has attended the individual course on “Tissue culture techniques for virus elimination, clonal multiplication in seed potato production” in 2001 year) will be introduced within the proposed project. Within the proposed project, the local modern infrastructure of the seed potato production centre will be created (biotechnological laboratory, green house, plot, storage facilities) and the production of high category seed materials (G0, G1, SSE) will be started.

The concept of food and nutritional security refers to the ability of all people at all times to have physical and income access to sufficient, safe and nutritious food to meet their dietary needs for an active healthy life. It requires food be available,enough,stable and accessible without which inevitably leads to malnourishment that hinders individual performance. Food and nutrition insecurity is as a result of farmer’s lack of knowledge on effective agricultural techniques and ability to meet costs of necessary seeds and equipments because of their limited income among other reasons.
The effects exhibit themselves in hunger which is the extreme expression of poverty,due to small scale farmers’ inability to produce enough food for their own consumption and on sustain their communities.For that reason, any enhancement of the food security calls for farmers’ sensitization and
encouragement to adopt strategic methods that will not only cater for food and nutritional security but also income at household level and sound management of the environment.
The organization’s commitment to making Sagnarigu District a role model in embracing
sustainable farming practices in order to improve livelihoods and alleviate poverty serves as the motivation to initiating participatory practices in promoting sustainable
development initiatives among the resource poor rural community members.
Therefore,UFFD-Ghana takes up the challenge of generating awareness on the dangers of conventional agriculture, training on organic farming as an alternative method and follow ups to ensure proper implementation and sharing information for sustainability.
The target beneficiaries are the small scale holders who are most affected by the prohibitive cost of agricultural production and the escalating land degradation through contamination by toxic inputs and loss of fertility through erosion. The project therefore is aimed at enhancing food security and farmer’s participation in environmental conservation for sustainable production during our lifetime and for the future generations.

We are exploring the possibilities of collaboration/ co funding in the proposed project, especially in the R&D part. The focus is to enhance adaptive capacities of farmers for tackling the issues of food security, climate change and livelihood by documenting and developing packages of practices of these indigenous crops by participatory methods and wider dissemination through networking. Megabridge Foundation is a Kenyan Non Governmental working in Eastern province of Kenya. The main objective of the foundation is to improve livelihood opportunities for the through providing skills and support resources for self reliance.

The project will be implemented within Embu, Meru and Tharaka-Nithi Counties. Majority of the residents in this region which has a total population of over 2.2 million (source 2009 census) people are poor peasant farmers with thousands of orphaned and children made vulnerable by HIV AIDS – currently under care of elderly grandparents or relatives who are unable adequately take care of them. Majority of the residents in this region are poor peasant farmers. Due to the high prices of different certified seeds they continue using low quality seeds. This leads to low quality and quantity production. This is the main cause of perennial hunger and malnourishment in this region. Majority of this rural populations survive on less than one dollar per day; they are the most severely affected by the food crisis and the increase in basic food prices, with fruits and vegetables being like a privilege that majority go without.

Thus the main constrains in the region are:-
1) Poor quality seeds
2) Lack of knowledge on modern farming techniques
3) Over dependence on expensive inorganic fertilizers and chemicals
4) Lack of market information and adequate markets – products going into waste due to lack of market and preservation technology.
5) Lack of business techniques and skills
6) Over dependence on rain water for farming

Our program focuses on promoting access to horticultural seeds, traditional food products and increasing the population’s ability to produce food and generate income through the sale of part of this production, as well as promoting a healthy and varied diet among residents and an opportunity for extra income through local or export markets.

The project goals are to:
a) Increase incomes and reduce poverty among poor rural households and the unemployed and underemployed in areas with medium-to high farming potential and where horticulture is perceived to be a an important possible source of livelihood; and
b) Improve the health and welfare of Kenyans by increasing the quality and quantity of horticultural produce consumed within the country or exported.
c) Promote utilization of neglected tradition food crops like sweet potatoes which are draught resistant by promoting fast maturing varieties unlike the traditional varieties which usually take over one year to mature.
d) Establishing demonstration and training centers within the three counties
e) Promote African Indigenous Vegetables like; Managu, Amaranth, Cowpea, Eggplant (Garden Egg) - To give some idea of their potential to help solve the great central issues of local humanitarian and economic development, by highlighting their relevance to four local biggest needs for human survival and social serenity: 1) nutrition, 2) food security, 3) rural prosperity, and 4) general land care.
f) To enable local communities make use of world trade agreements like AGOA which allow export of some quality horticultural products to US

These goals will be achieved through:
i) Increasing the output of – and the net margins per unit of land earned by – resource-poor smallholders from horticultural production for the domestic to export market;
ii) Increasing employment in the production, processing and marketing of horticultural produce; and
iii) Reducing the cost to consumers and increase the quality of horticultural products consumed domestically or exported.
iv) Capacity building by providing quality seeds, training and extension services to the farmers
v) Promoting quality production and providing linkages with, cold storage facilities, drying technologies and markets to prevent postharvest losses.
vi) Assist in diversification of local resources by encouraging organic production methods.

Under Agriconcern International, we have been evaluating how mixed farming of both animals and Horticulture can improve food and nutrition security to enable Rwanda achieve Vision 2020 as a middle income country. According to the comprehensive food security and vulnerability analysis (CFSVA) and nutrition survey 2012, the prevalence of chronic malnutrition among children under 5 is at 43%. Malnutrition has been identified as an underlying factor in 43% of deaths in children under five (demographic health survey 2010).

Rural people have trouble getting into town to ag stores. Often the ag stores have outdated or counterfeit seed. This approach would incubate small businesses.

The project will identify market opportunities for existing value added products, and optimize appropriate postharvest technologies to enhance the income generating capacity of small and medium Scope entrepreneurs from the private sector and promote products to improve nutrition and will create opportunities that provide incomes to women farmer groups and Creation of skilled and unskilled jobs for women and men . Shine Africa Ministries will initially focus on developing value added, processed products, from perishable crops, including cassava, sweet potato and banana, leading onto the less researched cereals, including sorghum and millet and beans.

The project will undertake new research and development approaches that are required to overcome the most basic constraints to the farming and social systems in this region, i.e. lack of demand for agricultural produce and poverty, Lack of improved varieties, Poor post-harvest management/Quality Control, Lack of a market oriented approach to research, Limited product range to stimulate production in the region, Lack of Crop Processing Technologies, Escalating food demands in the Region, Poor co-ordination in research and delivery, Lack of business enterprise in technology delivery pathways, and Limited use of recommended technologies/inputs.

To overcome these challenges, SAM will use a combination of market analysis and innovative technologies, working towards a sustainable system for increased food production, based on demand driven market opportunities and address poverty alleviation through increased income and job creation,
